7th OICE report on digitalization and BIM tenders

alfredo ingletti, 3TI Chairman, OICE Vice-President and deputy for digitization, and FIDIC – International Federation of Consulting Engineers Vice-President, together with Andrea Piacenti, 3TI Senior Partner and Infrastructures and Energy Division Director, presented the main outcomes of the 7th Report on digitization and BIM tenders launched in 2023. Ingletti emphasized the importance of the transition to digitization, highlighting its strategic role in the construction sector.

In 2023, the percentage of BIM tenders reached 32.6 per cent of total procedures, increased from 13.7 per cent registered in 2022. More than 81.5 per cent of BIM tenders are above the EU threshold, with 118 tenders below the threshold for a total of about EUR 15 million.
Major organizations such as ANAS SpA, RFI Rete Ferroviaria Italiana, Agenzia del Demanio, Invitalia and Port Authorities lead the way with tenders representing 34.3% of the total value. BIM assessments have median scores between 6.9 and 17 points, with 20.4% requiring UNI certified figures.

These results were presented during an event organized in hashtag#Rome under the auspices of the Consiglio Superiore dei Lavori Pubblici, in collaboration with the Consiglio Nazionale degli Ingegneri, and under the patronage of the Autorità Nazionale Anticorruzione and Ance Roma – Acer.
